Answer by jimmyThe Malaysian Customs will inform you of how much tax to pay[ if any], and where and how to collect the package. OR

The Malaysian Custom will release the package to the courier [EMPOST UAE..] with intrucrions to collect any tax payable from your brother, and which will only release the package after all costs and tax have been paid up. OR

Ask your brother to enquire at a branch of UAE EMPOST or its representives in KL as to what to do. You need to provide to your brother the relevant information such as the airway bill number or its equivalent.
